Responsibilities:
Conducts operations research and analysis of mission and enterprise management issues or challenges and develop recommendations and solutions for consideration. Conduct analytic assessments on IC major issue areas as defined by the customer. Assess and recommend solutions to technical and operational performance through analytical methods and means. Manage on going analytic issues to meet leadership needs on issues and drive them to closure. Gather, relate, and identify data with variables in models by applying personal judgment and subject matter expertise. Conduct mission analysis and assess alternatives; and, provide alternative recommendations through mission driven cost-based performance models to inform major decision in enterprise and systems architecture and work force management. Assess effectiveness of process, programs and major decisions to gather insights and provide corrective actions and lessons learned. Review operations and testing of models to insure adequacy, or determine needs for reformulation. Analyze operations methods, which require substantial competence in the rigorous methods of scientific and mathematical inquiry and analysis. Provide a focus for best practices in approaches, techniques, and processes for cost effective analysis, and for other studies that enable effective decision making. Prepare written, non-technical reports to management, indicating solutions or range of possible alternatives in rank of desirability and probability of success when there is no single solution. Conduct major issues studies through objectives and data-driven analyses to inform major decisions regarding future investment or allocation, priorities or policy guidance. Works with IC tools data bases, develops database management strategies, and identification and evaluation of analytic software, methods and processes.
Qualifications:
Required:
- BS degree or higher
- 5 years of experience with technical requirements
- 1 year experience in intelligence community mission
- ORSA education/qualification
- Good oral and written communication skills, with both technical and non-technical personnel.
- In-depth understanding of IC databases, methods and tools
- Ability to work on several projects or issues simultaneously.
- Ability to work independently or in a team environment, as needed.
- Top Secret security clearance with SCI and Poly
Desired:
- Knowledge of GEOINT, SIGINT or MASINT operations and processes.
- Familiarity with JCIDS, ICCR process, procedures and methodology
- Familiarity with DoD Acquisition process and procedures
- Familiarity with National Intelligence Programs (NIP); IC and DoD programs.
- Ability conduct outreach, develop and maintain professional networks with in the IC
