The Missouri state system of higher education serves more than 450,000 students through 13 public four-year universities, 13 public two-year colleges, one public two-year technical college, 27 independent colleges and universities and 150 proprietary and private career schools. The Missouri Department of Higher Education (MDHE), under the leadership of the Commissioner, focuses on the development, implementation and coordination of higher education policy that fosters a quality postsecondary system while, at the same time, encourages increased participation in Missouri's public institutions.
THE COMMISSIONER: The Commissioner works under the direction of the Coordinating Board for Higher Education. A sampling of the Commissioner's responsibilities include: monitoring progress toward the goals identified in the strategic plan or blueprint; supporting and maintaining the operation of a public policy commission composed of lay citizens; ensuring that financial aid and other higher education programs are developed and administered according to stated policies and parameters; and overseeing the development of financial and information technology systems to assure proper reporting, prudent and accountable fiscal management, and optimized decision-making tools. POSITION REQUIREMENTS: The ideal candidate will possess the following education and experience requirements:
Master's degree required.
Broad knowledge of higher education policy issues. Strong policy background is desirable. Experience at the higher education level
Possesses strong ability to gain high, credible visibility throughout the state around a variety of higher education issues. Viewed as a first point of contact around higher education needs and goals.
Visionary regarding the educational and learning needs of the state constituency, including pre-kindergarten learning, elementary and secondary education, higher education, life-long adult learning, and workforce development.
Proven record of implementing and evaluating strategic plans-able to translate plans into actions that achieve the goals of the organization.
Ability to work effectively and collaboratively with diverse constituents. Manages associated conflict and competing priorities in a diplomatic, non-defensive manner.
Broad-based experience in all aspects of managing an organization, including finance; information systems; programs, services or business development; communications and media relations; and customer relations.
Understands and responds forcefully to the growing focus on accountability in higher education.
Successful record of working with legislative and governmental processes. Communicates in a highly effective manner with legislators and other elected officials.
Passion for and focus on process improvement strategies. Effectively holds the operation accountable for achieving targeted outcomes and constituent satisfaction.
Strong record of selection, development, performance management and retention of effective, self-motivated and creative staff.
Possess a multicultural approach and have a thorough understanding of the educational challenges facing the various ethnic groups that comprise the state's population.
